At the moment ‘personal budgets’ are limited sums over which the individual has control spending, but they have no relation to the total health expenditure. They are proving a valuable tool with which to introduce choice but they are isolated from the reality of the whole cost of care. We will be looking at how total personal budgets could really transform patient behavior.
