Chief Executive - Julia Manning studied Visual Science at City University, graduating in 1990, and became a member of the College of Optometrists in 1991. She was a founder member of the British Association of Behavioural Optometrists and her work has included being a visiting lecturer at City University, a visiting clinician at the Royal Free Hospital, London, working with several London PCTs and being a Director of the Institute of Optometry. She took postgraduate studies in diabetes and established her own optometry practice working with physically and mentally disabled patients which was sold to Healthcall Ltd in 2009. Julia is a founder and Chief Executive of the think tank '2020health.org' which launched at the end of 2006. She stood for parliament in 2005 and has written on many health and technology policy issues as well as the history of her profession in '60 years of the NHS' [St. James’s House, 2008]. She has a special interest in framing the policy questions surrounding emerging technologies.

Consultant Director - Dr Jonathan Shapiro is Senior Lecturer, Department of Public Health and Epidemiology, University of Birmingham. Jonathon has had a career that spans Natural Science, Medicine and NHS management, all of which have had an academic flavour. After 10 years as a GP he became the Independent Medical Advisor to an FHSA and was involved in the development of the purchaser/provider split and the involvement of clinicians in the running of the health service through initiatives such as GP fundholding and total purchasing. His work has included the developing the role of Primary Care through Birmingham University's Health Services Management Centre and being Chairman of the Birmingham & Solihull Mental Health NHS Trust. He also chairs the International charity Education for Health.
Consultant Director - Gail Beer
worked in the NHS for over 30 years latterly as an Executive Director at Barts and the London NHS Trust. She trained as a general nurse at St Bartholomew’s Hospital before undertaking a course in Renal Nursing at the Royal Free Hospital. After a number of senior nursing posts within London she moved into management taking a Masters in Health Management at City University, before becoming Director of Operations at BLT. Since leaving Barts and the London she has worked as an independent consultant in healthcare. Gail was a member of the team that produced the Independent Review of NHS and Social Care IT Commissioned by Stephen O’Brien MP, Chaired by Dr Glyn Hayes
Consultant Director - John Cruickshank is an independent expert in NHS IT, having been intimately involved in its development continuously over the last 25 years. His passion for healthcare IT began in the mid 1980s when he project managed one of the first successful NHS implementations of a hospital-wide electronic patient record. As a leading management consultant in the field, he has held leadership roles in the healthcare practices of major systems integrators and consultancies at UK and European level. During the 1990s, he founded, built and sold his own consulting practice, Pareto Consulting, which set the benchmark in independent client-side advice to NHS Trusts and the centre. Through his work, he has gained deep experience of NHS culture, processes, people and systems. He also has an in-depth knowledge of the clinical IT market both in the UK and Europe, and of its effective and commercially practical application and implementation in different countries. He has personally advised over 100 different NHS Trusts and acted as a core advisor at a national level to two published NHS IT strategies in the 1990s. John is a graduate in economics and management science from St John’s College, Cambridge.

is a qualified medical doctor with a range of experience in the public sector across health, social care and education at a local and regional level. She has an interest in commissioning and project management of strategic multiagency projects within the children’s agenda. She trained at Imperial College School of Medicine, Science and Technology and also gained a health management degree. She has experience of working in a secondary school as an inclusion worker to improve aspiration and attainment with key stage 3 and 4 pupils and is a qualified project manager. She has managed the following projects:

Research Fellow - Barbara Arzymanow
is a founding director of an independent healthcare consultancy firm. She has been an investment analyst specialising in Pharmaceuticals for 25 years, prior to which she carried out academic medical research in university laboratories. Her experience, obtained entirely from outside the pharmaceutical industry, gives her a unique, political perspective independent of commercial lobbies. She has extensive experience in financing the biotechnology industry, which is vital for the long-term standing of medical research in the UK. She has always been inspired by the scientific excellence within the UK and would like to see collaborations between industry, the NHS and academia strengthened.
Research Fellow - Mark Weston is an independent policy consultant, researcher and writer, specialising in international development and public health. He has close links with the Harvard School of Public Health, UK policy consultancy River Path Associates and UCLA’s David Geffen School of Medicine, and is a contributor to Global Dashboard, the foreign affairs blog. He has produced a series of reports for the World Economic Forum on how businesses can strengthen their response to AIDS, tuberculosis and malaria, and his paper on ‘The Value of Vaccination’, which showed how vaccination can boost economies, was recently published in World Economics

Researcher - Emma Hill studied Science Communication and Policy at University College London, graduating in 2009. Her academic background is broadly health policy and ethics, with a special focus on the history of genetics and pharmacogenomics. She has previously worked as a part of a dedicated health and medical history information team at the Wellcome Collection, London and has made contributions to large health information gateways including the UKWA and Intute. As a 2020health researcher, Emma manages and writes for several research projects and contributes to 2020’s research communications.
Research Intern - Eleanor Winpenny studied Natural Sciences at Cambridge University, graduating in 2006. She then went on to study for a PhD in Developmental Neuroscience, focussing on the development of glutamatergic neurons in the olfactory bulb. As an intern at 2020health, Eleanor is now applying her research skills to new areas, learning more about healthcare policy and contributing to a range of research projects.
